Abstract

In this article we describe the process of construction of the regulation that originated a program called “Programa de Autogestión para la Vivienda”, applied in Buenos Aires city in 2001: the 341/00 law. We explain the links of the law with three facts: the State’s reform, the worsening of the housing crisis in Buenos Aires city, and the popular sector’s process of organization in order to reaffirm their housing right. We focus in this third fact, and remark the tensions between the “ideal of the law” suggested by certain social organizations and it’s practical application.
